Safety Update October 20, 2025

On Sunday, October 19, 2025, at approximately 2301 hours, MPC Security was notified via email of a possible burglary in the Nursing Building # 35, Office 102, on the main Monterey campus. Director Lynn Kragelund provided video and still images captured during the unauthorized access. 

MPC responded by conducting a visual inspection of the scene and observed that the entry door exhibited signs of forced entry. The lower locking mechanism and striker plate showed indications of being pried open, and the door frame displayed splintering consistent with the use of a pry tool.

A walkthrough of the interior revealed items out of place and evidence of tampering; however, no property was reported missing at that time. The area was photographed for documentation purposes. Maintenance staff confirmed that the room had been secured at approximately 1830 hours on October 17, 2025.

A review of the digital media provided established the timeframe of the incident as October 19, 2025, at approximately 0331 hours. The video footage showed a male suspect known to us as Richard Balcar, identified through both photos and video. Balcar appeared to be wearing a dark-colored hooded jacket and pants.

The incident was reported to the Monterey Police Department for further investigation. Monterey PD responded at 0930 hours, Monday October 20th and took the official police report. The surveillance footage was provided to the responding officer for evidentiary purposes.

A work order was submitted to Facilities for repair of the damaged door and to explore additional measures to enhance the security of the area.
